I <br />"I';'''')' <br /> <br />OPERATION AND MAINTENANCE.' .. 33 <br /> <br />emulsion topped with gravel, and roads in the vicinity of San Jacinto <br />reservoir were seal-coated with road oil. <br />Remodeling of the pressure regulating structure at the north <br />portal of Hollywood tunnel on the Santa Monica feeder was com- <br />pleted during the year. The work involved the addition of a 16-inch <br />diameter bypass pipe line, substitution of new conical plug valves <br />for the existing shutoff gate valves, structure construction includ- <br />ing alterations to provide improved access to the operating equip- <br />ment, and construction of culverts and a reinforced concrete wall <br />to provide protection against storm runoff. The work proved to be <br />very timely because shortly after completion the heavy January <br />rains loosened earth embankments macle by subdividers in benching <br />out for roads and houses on the hillside above the north portal. <br />causing earth slides totaling more than 800 oubic yards and np to <br />4 feet deep to be deposited on the grounds and against the District <br />cottage. Considerable work was required to clean up the debris ami <br />renew protective equipment. <br />A heavy rainstorm during the last 3 days of December 1951 did <br />not damage any District facilities, but the rainstorms on January <br />15 and 17, 1952, resulting in runoff of flood proportions, caused con- <br />siderable trouble. District installations were essentially undamaged <br />and water service was not impaired. Flooded structures in the low- <br />lying areas had to be pumped uut and shorted electrical equipment <br />repaired. Runoff caused erosion on the upper feeder right of way <br />in several locations between Lake Mathews and the softening plant. <br />Considerable repair work with a patrol grader was required on Dis- <br />trict patrol roads on the San Diego aqueduct. <br />Flow in the upper feeder was discontinued on three different <br />occasion~ (turlng fhe-}'eal'-fo-permlt-rTlaKlllg-serviCeconnectiOils: - -- <br />On December 7 and 8, 1951, flow west of the Santa Ana River bridge <br />was discontinued to provide a connection for the Pomona Valley <br />Municipal Water District at the east boundary of La Verne. On <br />March 1, 2, and :3, 1952 the upper feeder was shut down to make a <br />permanent connection for service to the Southern California Edison <br />Company steam plant under construction at Etiwanda in the Chino <br />Basin Municipal Water District. A shutdown was required on April <br />21 and 22 to make a connection at B Street in La Verne to provide <br />for the future installation of a delivery line for the Los Angeles <br />County Flood Control District. During these shutdowns Santa Mon- <br />ica was supplied water through a connection with the Los Angeles <br />water system at Manning Street in West Los Angeles by means of <br />an exchange arrangement between the District and the Los Angeles <br />
