Location <br /> <br />1. Dolores-Norwood Road - As per the Nemorandum of Understanding between <br />the Bureau of Reclamation, Forest Service and Dolores and Montezuma Counties <br />(Exhibit B), the Dolores-Norwood Road is to by widened to 24 feet with 2 <br />foot shoulders on each side. <br /> <br />5. Ormiston Poin" Road and Ferris Road - The Ormis"on Point Road should <br />be constructed following the general alignment of the existing road, not. , <br />the "stock drive", as the driveway is a totally different facility which <br />does not always coincide with the road. <br /> <br />Page 2, C. Mitigation Measures <br /> <br />First paragraph - It is not clear if the U.S. Fish and Wildlife Service <br />suggested measures are to be required or not. <br /> <br />The design speed of the roads has been set in the Memorandum of Under- <br />standing between the Bureau, Forest Service and Counties. The Forest <br />Service is responsible for determining the necessary signing on road <br />within their jurisdiction and will cooperate with the Colorado Division <br />of Wildlife on signing of critical migration routes if necessary. <br /> <br />Winter travel restrictions in force do not presently affect the subject <br />transportation routes. <br /> <br />Third paragraph - This paragraph seems to be background material and does <br />not state any mitigation measures. We suggest some of this material be <br />includeded under economic effects. <br /> <br />Fourth paragraph - The last sentence refers to a "operational plan" to <br />reduce vehicular-big game accidents and to minimize stress on big game. <br />We fail to find the "operational plan" unless you are referring to the <br />suggested measures by the U.S. Fish and Wildlife Service. If so, please <br />refer to our comments on the first paragraph. <br /> <br />The Dolores-Norwood Road is a National Forest System Road as well as a <br />County Road, with a speed limit of 40 miles per hour. <br /> <br />Page 5, D. Other Alternatives <br /> <br />"No Action Alternative" impacts ill. - "through the town of Dolores" is <br />not significnat to the question of access. The Dolores Project (McPhee <br />Reservoir) will be inundating a vital National Forest and County trans- <br />portation system route causing increased traffic and use on other system <br />roads which are totally inadequate and unsafe for this use. <br />
