~ , '1-oA ~ CJl N ARTICLE V - RESOLUTION OF CONFLICTS Section 1. Procedure a. Ad hoc committees shall be designated to study and report on basic and important issues in conflict, unless such issues are within the responsibility of a standing committee. b. An ad hoc or standing committee shall endeavor to obtain agreement between principals. c. Every effort should be made to sharpen the issues; if there is failure to reach agreement, the ad hoc or standing committee shall so report to AWRBIAC. d. AWRBIAC shall refer matters of significant import to WRC. together with all pertinent data, including copies of reports, dissenting opinions, correspondence, and exhibits, if any. ARTICLE VI - METHODS OF COLLECTING AND DISSEMINATING INFORMATIONAL MATERIALS (GUIDES) Section 1. Minutes a. Minutes of all regular meetings shall be prepared and distributed by the secretary. b. Minutes shall have wide distribution and shall be distributed according to requests of members of the Committee. State and federal members shall receive such copies as they specify for their respective governments or departments. c. Minutes of special and executive meetings shall be prepared and distributed as directed by AWRBIAC. Section 2. Development and Dissemination of Information to Private Agencies and the General Public a. Public attendance at regular meetings shall be encouraged by advance information, by choosing interesting subject matter, and by selecting appro- priate meeting places. b. Coverage by the press and other informational media shall be encour- aged and aided through the office of the AWRBIAC chairman. c. Special invitations may be extended by AWRBIAC members to those persons having a particular interest in the subject matter. d. Information presented to AWRBIAC shall be reduced to simple non- technical terms insofar aa practicable for the purpose of this section. 25
