<br />~~ <br /> <br />, , <br />'. <br /> <br />~ <br />~ <br />~ <br />~ <br /> <br />ARTICLES OF ORGANIZATION AND PROCEDURE FOR AWRBIACl <br /> <br />ARTICLE I - ORGANIZATIONAL PATTERN <br /> <br />Section 1. <br /> <br />Advance Selection of Chairing Agency <br /> <br />The chair agency (state or federal) shall be selected annually by a major- <br />ity of members at least 1 year in advance of serving. The chair selects from <br />his agency the Secretary for the AWRBIAC to serve during his term of office. <br />The operating year for AWRRIAC shall begin October 1 and end Septembe= 30. <br /> <br />Section 2. Establishment of the Administrative Committee. <br /> <br />a. An Administrative Committee, consisting of five members, shall be <br />established in accordance with provisions below: the Secretary of AWRBIAC, <br />who shall be chairman, and two federal and two state representatives. The <br />chairean shall have a vote only in case of tie. <br /> <br />b. The next incoming chairing agency shall automatically become one of <br />the members and shall serve for 2 years, the second year as chairman. Other <br />members shall be selected from the remaining agencies by majority vote of the <br />members in separate federal and state caucuses at the close of the operating <br />year to replace the members whose terms expire. <br /> <br />c. In the event of a vacancy, a new caucus shall be conducted to fill <br />unexpired terms. <br /> <br />d. AWRBIAC representatives or alternates may sit with the Administrative <br />Committee in work sessions, and the Administrative Committee may invite <br />others, when necessary; however, only Administrative Committee members shall <br />vote in committee proceedings. <br /> <br />e. Each agency, federal and state, shall designate one person by name to <br />be available to serve at work sessions of the Administrative Committee, when <br />requested. <br /> <br />f. The duties of the Administrative Committee shall include: <br /> <br />(1) Formulation of meeting agenda. <br /> <br />(2) Selection of meeting sites. <br /> <br />(3) Summarization, when necessary, of program material, reports, or <br /> <br />papers. <br /> <br />(4) Supervision of meeting information and public participation and <br />other aspects of public relations. <br /> <br />1 Revised as of December 5, 1958; August I, 1962; October 22, 1970; <br />October 21, 1976 <br /> <br />21 <br />
