This aid can be in the form of a grant, <br />loan, purchase of a portion of the storage, legislative enactments pro- <br />posed and/or supported, or assistance in obtaining authorization for <br />construction by them. <br /> <br />'..' <br /> <br />After construction, the project moves into the Operations activity portion <br />of the process. Here the same integrated approach now apparent in the <br />planning portion is envis ioned, and systems are now being developed in <br />line with the overall DWR objective. <br /> <br />I <br /> <br />Does it work? Will it work? <br /> <br />In any planning process the "socio-politico" factors cannot always be <br />foreseen nor provided for in advance. In fact, life would be pretty dull <br />without them. California is no exception. Though complex. the planning <br />process appears flexible enough to satisfy the socio-politico demands <br />placed upon it by a large and varied population. <br /> <br />The Department of Water Resources maintains five area branch offices. <br />amost but not quite laid out on a hydrographic basis (s ee map next page.) <br />This brings the water planners closer to the subregional problems and <br />demands of Cal ifornia. Three of the branch offices are located in <br />Sacramento -- the Northern, the Delta, and the Bay Area branches.
