CHA:rm.IAN HOOVER: (reading) "for the benefit of the Lowor Basin, then

claims of such rights, if any, by appropriators or users of wator in the

. Lower Basin against appropriators or users of w<;lter in t,hc; Upper Basin,

shall attach to and be satisfied from water that may be stored.

"All other rights to beneficial use of watEirs of the Colorado River

System shall be satisfied solely from the water. apporti,:med to that Bnsin

in which they are situate ,'"

MR. CARPENTER: 'rhe ..lOrd "Basin" there;' you think that is enough.

MIl. EMERSON: We have used it in the same way in different places.

CJ-I1\.IRHAN HOOVER: I think it is. We have it pretty accurately defined.

Any further comment? If not, I vEill entertain a motion for the adoption

of the clause.

JUDGE DAVIS: I TEill register my vote as "yes" on that Article. I
do it only because to my mind it is the least objectionable of the attempts
that have been made to frame the idea expressed: in it, and not becaus", I
approve of it.

same feeling in the motion.
