<br />. <br /> <br />. <br /> <br />. <br /> <br />LEAD AGENCY AND <br />COOPERATING AGENCIES <br />FOR EIS PREPARATION <br /> <br />Reclamation has bsen deBignated the lead <br />agency for preparation of the EIS by the <br />Secretary of the Interior, with responBibility <br />delegated to the Regional Director in Salt <br />Lake City. Agencies formally identified (per <br />Section 1501.6 ofCEQ guidelines) as <br />cooperating are: Fish and Wildlife Service <br />(FWS), Arizona Game and Fish Department <br />(AGF), National Park Service (NPS), Western <br />Area Power Administration, Bureau ofIndian <br />Affairs (BIAl, Navejo Nation, Hopi Tribe, <br />Hualapai Tribe, Havasupai Tribe, and DOl <br />Office of Environmental Affairs (OEA). <br /> <br />A management-level coordinating group <br />representing the cooperating agencies has <br />been eBtablished to oversee both the GeES <br />reBearch activitieB and the EIS preparation. <br />The chairperson of the coordinating group is <br />Rick Gold - Reclamation (Upper Colorado <br />Region), and the Executive Secretary is Sarah <br />Bransom. Reclamation (Denver). Carry Dut full coordination of <br />substantive policy and management <br />actionB. <br /> <br />. Provide overview perspective on <br />interagency activities to facilitate EIS <br />preparation, including GeES overview. <br /> <br />. Serve as principal "cooperating agency" <br />point of CDntact with respective <br />agencies to which Reclamation's <br />Regional Director can focus <br />coordination, review of draft; materials, <br />and Dther items for feedback as may be <br />appropriate. <br /> <br />. Participate in the EIS scoping process, <br />including providing input and review <br />comments during formulation of <br />alternatives. <br /> <br />. Facilitate determination of a proposed <br />actiDn for the EIS, with consensus to <br />the extent posBible. <br /> <br />APPROACH TO EIS <br />PREPARATION <br /> <br />The EIS will be a mejor interagency effort to <br />bring together alternatives, research, and <br />environmental analysis. The effort will <br />require an approach different from a normal <br />intra-agency EIS. <br /> <br />Cooperating agencies have been and will <br />continue to be involved in Bubstantial <br />research and data collection. This expertise <br />needs to be utilized. <br /> <br />The Reclamation NEP A Coordinator who will <br />provide guidance during preparation of the <br />EIS is Sarah Bransom, Reclamation (Denver). <br /> <br />Interagency EIS Team <br /> <br />The basic concept ofthe EIS team approach is <br />to use a small group of knowledgeable people <br />as a core team.
