Kansas also <br />questioned showing bypasses for Ninemile and Highland Ditch Companies when <br />no such bypasses h'ad actually been made. <br /> <br />In response to Kansas concerns, additional analyses were done for the 1979-84 <br />review period. Also, studies of the 1925-57 period were made with a 39,000 <br />acre-foot joint-use pool and with no bypass for Ninemile and Highland. <br /> <br />Following the April 27, 1988 meeting, both states and the District provided <br />written comments on the second draft report. Copies of the comment letters <br />are included in Appendix V. <br /> <br />While extensive comments were again received, this round of comments dealt <br />almost exclusively with the interpretation of the study results, the con- <br />c 1 us ions and the recommendat ions. The methodology, data or other techni ca 1 <br />aspects of the studies contained in the second draft report were not seriously <br />challenged by either state or the District in either the meetings or the <br />written comments. <br /> <br />During the Apri 1 27, 1988 meeting, the Bureau agreed to redraft the chapter on <br />the administration of water rights and provide the redraft to the interested <br />parties prior to issuing the final report. The redraft was mailed on <br />October 28, 1988. <br /> <br />In preparing the final report, the Bureau of Reclamation has carefully con- <br />s i dered all comments recei ved since the revi ew was i nit i ated. The i nterpreta- <br />t i on of the study resu lts, the conc 1 usi ons and the recommendat ions i nc 1 ude <br />our consideration of the comments. <br /> <br />A. Basic Data <br /> <br />Basic data used in this report were compiled from many sources. Streamflow <br />records of Purgatoire River flow at Madrid, below Trinidad Lake, at Trinidad and <br />at Thatcher Gauges were obtained from U.S. Geological Survey published records <br />or Di vi s i on 2 Engi neer records. These records were judged good except for <br />winter periods. <br /> <br />Trinidad Reservoir daily operation data summarized on a monthly basis were <br />obtained from the Corps of Engineers. These data include reservoir water sur- <br />face elevation, storage content, computed evaporation, release, and computed <br />inflow. <br /> <br />It was noted at the February 5, 1987 meeting in Denver that the records prior to <br />July 1981 did not reflect the most recent area/capacity tables and were in need <br />of modification. As agreed, the Bureau reconstructed the reservoir storage con- <br />tent, surface area, evaporation and inflow for the October 1979 thru June 1981 <br />period to provide a consistent record based on the current area/capacity table. <br />The reconstructed values are shown in Appendix II. Data after June 1981 were <br />used as reported and considered to be of good quality. <br /> <br />Certified copies of Trinidad Reservoir dai ly water accounting and diversion <br />records for ditches under the Di stri ct 's admi ni stration were recei ved from the <br />Colorado State Engineer's Office.
