Beginning in January 1981 the records display <br />separate accounts for Trinidad Lake, Project, Permanent, Joint Use (Irrigation <br />and Transmountain), and Flood Control. <br /> <br />For the analysis of irrigated acreage within the District (1979-1984) three <br />sources of information were reviewed including: The Colorado Agricultural <br />Statistics Reports, the Bureau Crop Production Reports, and the 1985 field <br />review by Bureau personnel. <br /> <br />Historical headgate diversions were obtained from the Division 2 Engineer <br />records for the 1979-1985 period. Precipitation records for the Trinidad <br />Airport were obtained from the National Weather Service. <br /> <br />Information concerning transmountain water exchanges for Trinidad Project <br />were obtained from the Colorado State Engineer. This included Division <br />2 Eng i neer water account i ng records on Tri n i dad Reservoi r and water re 1 ease <br />orders for Pueblo Reservoir. The release orders include the date, time, and <br />amount of release and resulting net inflow to John Martin Reservoir for the <br />exchange. <br /> <br />B. Trinidad Reservoir 1979-1984 Operation Records <br /> <br />The dai 1y water accounting records for Trinidad Reservoir were assembled for <br />tabulation and review. However, it was noted that a revised area/capacity table <br />was introduced (dated November 1980) by the Corps in July 1981 to reflect a more <br />detailed post-construction topography survey. This led to an agreement by par- <br />ticipants at the February 5, 1987 meeting to revise inflow, evaporation, and <br />content figures for the period prior to July 1981 based on the new table. <br /> <br />These revisions were subsequently made by the Bureau and summarized on a monthly <br />basis for the October 1978 through June 1981 period. A detailed technical <br />discussion of the computation process is contained in Appendix II. The adjusted <br />figures along with the actual records for the balance of the review period were <br />used to construct the Trinidad Reservoir operation records as displayed in <br />Appendix II. Table 1 on the following page contains the annual summary of the <br />records. The end of month content for the individual accounts shown as Project <br />Account, Joint-Use Right, Flood Pool, Transmountain Exchange Pool, and Permanent <br />Pool remain as reported by the Colorado State Engineers records. No attempt was <br />made to dist~ibute the difference between reconstructed and recorded reservoir <br />contents. As a result the individual accounts as shown when added differ <br />slightly when compared to the total storage content. <br /> <br />During the 1979-1981 period the State's accounting records did not segregate <br />between Joint-Use Right and Project Account. However, it is evident that water <br />was stored in the joint-use pool as the total storage exceeds the 2D,DOO acre- <br />foot maximum allowable storage under the transferred Model storage right. This <br />occurred even though John Martin Reservoir did not spi 11 during the review <br />period. <br /> <br />C. Administration of Water Rights <br /> <br />During the 1979-1984 review period, the Colorado Division 2 Engineer per- <br />mitted the District to transfer any water stored unoer the Model right that <br /> <br />9 <br />
