Storage in Trinidad Reservoir is to be regulated in such a
manner that the quantity of water occurring in the Purgatoire River at a gauge
(Thatcher) below Van Bremer Arroyo shall remain the same, as determined by the
State Engineer, during any ten consecutive year period as it would have had the
Model Reservoir Right not been transferred.

.
.

The State Engineer in 1983 attempted to make a determination of flows that
would have been observed at the Thatcher gauge without project operation, but
was unable to reach a definitive conclusion.

54

.
.
.
.
.
IQ
.

.

II
