I.,."" <br />10v.J <br /> <br />Article II(2) of the Criteria for Coordinated Long-Range Operation <br />of Colorado River Reservoirs, promulgated by the Secretary of Interior <br />in June 1970, states that when Lake Powell active storage is less than <br />Lake r.1ead active storage, then the objective shall be to maintain a <br />minimum release from Lake Powell of 8.2) million acre-feet for that <br />year. Lake Powell active storage \'ras less than Lake Head active storage <br />during the 1977-7S water year, and the flo\T at Lee Ferry, consisting of <br />L~ce Powell releases plus Pari a River inflows assumed to average 20,000 <br />acre-feet a year, conformed to the Operating Criteria by slightly <br />exceeding the specified release. <br /> <br />Operating statistics of the river for the water year 1977-78 are <br />presented in Tables 1 through 5. These folloHwith accompanying discussions. <br /> <br />Table 1 shows the measured flow at key stations. The first three <br />stations listed in Table 1 represent over 90 percent of the flow into <br />Lake Powell.
