<br />This Appendix presents data which supplements the Board's 1978
<br />Annual Report.

<br />During the 1977-78 water year (October 1 through September 30),
<br />S, 24L,., 000 acre-feet flo1",ed past Lee Ferry, the Colorado River Compact
<br />point. The major Upper Basin reservoirs, Fontenelle plus the CRSP
<br />Reservoirs, increased in storage by 1,899,000 acre-feet while other
<br />USBR Upper Basin reservoirs and the transbasin diversion reservoirs
<br />increased in storage by L,.15,000 acre-feet, for a net increase of
<br />2,315,000 acre-feet. After adjusting for these reservoir changes and
<br />an increase in reservoir bank storage of SOL,.,OOO acre-feet, the flo\'1
<br />at Lee Ferry would have been 11,362,000 acre-feet. The Bureau of Recla-
<br />mation estimates that if there had been no man-made depletions upstream,
<br />the virgin flo1'J of the Colorado River at Lee Ferry l'lould have been about
<br />15,26S,000 acre-feet.

<br />The 1977-78 water year was the s~enth year since the closing of
<br />Glen Canyon Dam. In the last ten years, SS,132,000 acre-feet passed Lee
<br />Ferry. Thus, the obligation of Article III(d) of the Colorado River Compact
<br />was met, i.e., that the states of the Upper Division shall not cause the
<br />flol'l of the Colorado River at Lee Ferry to be depleted below an aggregate
<br />of 75,000,000 acre-feet for any period of ten consecutive years. In
<br />addition to the Article III (d) obligation, there are other obligations
<br />of the Compact, such as the filexican \'Tater Treaty obligation, l'lhich are
<br />being met. A year-by-year breakdol~ of the last ten years' flow at
<br />Lee Ferry follows:
