It is not the intention of Congress, in authori?:ing only <br />those projects designated in section 1 of this Act,V and in authorizing <br />priority in planning only those additional projects designated in section 2 <br />of this Act,Y to limit, restrict, or otherwise interfere with such compre- <br />hensive development as will provide for the consumptive use by States of <br />the Upper Colorado River Basin of waters, the use of which is apportioned <br />to the Upper Colorado River Basin by the Colorado River Compact and to <br />each State thereof by the Upper Colorado River Basin Compact, nor to <br />preclude consideration and authorization by the Congress of additional <br />projects under the allocations in the compacts as additional needs are <br />indicated. It is the intention of Congress that no dam or reservoir con- <br />structed under the authorization of this ActY shall be within any <br />national park or monument. <br /> <br />Jl:lT<Ol'ITIE$ <br /> <br />This section is codified as 43 U.
