Lile <br /> <br />DATE: <br /> <br />April 21, 1993 <br /> <br />DRAFf RE: ENDANGERED FISH RECOVERY PROGRAM - UPPER COLORADO <br />RIVER BASIN INTERIM FLOW PROTECfION FOR INSTREAM <br />\ FLOWS <br /> <br />The staff of the Colorado Water Conservation Board (CWCB) and Colorado Division <br />of Wildlife have been working for several years with other participants in the Recovery <br />Implementation Program to establish appropriate protection for instreamflows needed <br />to recover the four endangered fish species in the Upper Colorado River Basin. As a <br />result of the unfortunate, but inherent, uncertainties we face regarding the amount of <br />flows needed by the fish and the availability of flows which can be protected under <br />Colorado law, we are exploring a variety of interim protection options. <br /> <br />The CWCB would greatly appreciate your review of the following information, and your <br />participation in the evaluation of these options at the July 22.23, 1993 CWCB meeting <br />in Meeker. If you have comments or suggestions for the CWCB to consider, you may <br />present them in writing prior to the meeting, or orally at the Meeker meeting. <br /> <br />The factors which are likely to be most significant in guiding the CWCB's selection of <br />an appropria.te interim flow protection option will be: (a) providing substantial benefits <br />for the endangered fish as quickly as possible; and (b) avoiding the risk that endangered <br />species recovery efforts might compromise or diminish Colorado's allocation of water <br />resources in the Colorado River; and (c) minimizing the risk of unnecessary future <br />conflict between water developrnent opportunities and flow (habitat protection for the <br />endangered fish. <br /> <br />1 <br />
