These costs will be for the <br />travel and per diem of the employees of the Department of the <br />Inter ior .lhile attending meetings and othel' scheduled acti vi ties <br />of the Council and for expenses incurred in the recording and <br />reproduction of the minutes, reports, notices, etc. There ~ill be <br />no Federal financial support for Council members who are employees <br />of State or local governments. Travel costs and per diem will, <br />however, be paid to private citizens with such payments to be <br />governed by the Federal tea vel regulations. Required staff <br />support is estimated to be about 0.50 to 0.15 person-years. Other <br />Federal costs are expected to include travel and per diem of <br />participants of FederaL agencies other than Interior. <br /> <br />9. Initially, the Council is expected to meet not more than <br />quarteciy to review progr-am acti vi ties. SUbsequently, the <br />meetings are expected to taper off to no less than one regular <br />meetinj a year, with others called as deemed necessary by the <br />Councilor the designated Federal employee. <br /> <br />lO. The duties and functions of the Council will extend <br />beyond the 2-year termination period because of the time frame for <br />the planning and consti'uction of the Title II features of' Puolic <br />Law 93-320. Therefore, a new charter- will be filed at successive <br />2-year intervals, as required by th$ March 27. 1914, revision of <br />the Office of Management and Budget Circular No. A-63. <br /> <br />11. l'1embership on the Council is specified in the <br />authorizing statute as being comprised of not more than three <br />representatives from each of the seven Basin States (Wyoming, <br />Colorado, Utah, New Mexico, Arizona, Nevada, and California). The <br />representatIves 1-/111 serve at the discretIon of the Gover-nors of <br />tne States involved with the membership balanced in terms of <br />points of Vlew represented ana functIons to be performed. <br /> <br />12.
