because of assignment of Key personnel to other tasks. Tne

time and resources to adequately fulfill commitments of ~PA

to Colorado Hiver Basin salinity control.

The Council also recommends continued close coordination

among the tnree BPA Hegional offices responsible for activi-.

ties within the Colorado River Basin. The Council urges SPA

to assist in implementing and monitoring tne Forum policies

regarding NPDES permits and encouraging the use of brackish

and/or saline water. Clearly, the dasin states have primary

responsibilities for i~plementing the Forum and State adopted

policies; however, with varying levels of program aelegation,

the Forum ana EPA have ovorview responsibilities.

The Forum is endeavoring to develop a comprehensive

list of NPD~S permits issued In the Basin, and the Council

requests tnat tne three BPA Regions provide tne Forum with an

updated list of the NPDES permits issued in the Basin as

recorded in tne files of dPA.
