Hecently, 11OWeVel', the <br /> <br />level of Hegion VIII pacticipation has been greatly reduced <br /> <br />because of assignment of Key personnel to other tasks. Tne <br /> <br />Council i'ecommcnJs t~at EPA allocate sufficient pecsonnel, <br /> <br />time and resources to adequately fulfill commitments of ~PA <br /> <br />to Colorado Hiver Basin salinity control. <br /> <br />The Council also recommends continued close coordination <br /> <br />among the tnree BPA Hegional offices responsible for activi-. <br /> <br />ties within the Colorado River Basin. The Council urges SPA <br /> <br />to assist in implementing and monitoring tne Forum policies <br /> <br />regarding NPDES permits and encouraging the use of brackish <br /> <br />and/or saline water. Clearly, the dasin states have primary <br /> <br />responsibilities for i~plementing the Forum and State adopted <br /> <br />policies; however, with varying levels of program aelegation, <br /> <br />the Forum ana EPA have ovorview responsibilities. <br /> <br />The Forum is endeavoring to develop a comprehensive <br /> <br />list of NPD~S permits issued In the Basin, and the Council <br /> <br />requests tnat tne three BPA Regions provide tne Forum with an <br /> <br />updated list of the NPDES permits issued in the Basin as <br /> <br />recorded in tne files of dPA. <br /> <br />~PA sllould \.;or'k wit;l tne Basin states to ellSUi'e timely <br /> <br />review, adoption, and approval of the Foru@'s 1ge4 Review, <br /> <br />~ater Quality Standards for Salinity, Colorado HiveI' System. <br /> <br />EPA Re~ional offices should continue to work cooperatively <br /> <br />..16- <br /> <br />I <br />~ .,;1 <br />
