<br />a <br />o <br />,-.) <br />(., <br />~ <br />~ <br /> <br />Basin RIP and. therefore, simply a balancing of diverse concerns in the <br />overall study and planning effort. <br /> <br />Goals <br /> <br />The program goals were written to support recovery of the Colorado squawfish <br />and razorback sucker as proposed in "approved" recovery plans or status <br />reports. Criteria for downlisting/delisting proposed in the latest draft <br />recovery plan for the squawfish was not considered but could be included once <br />the plan is approved. <br /> <br />Consideration of other native fishes with equal status as listed or proposed <br />species was not deemed in keeping with measures required to list and protect <br />species as outlined in the Endangered Species Act. Nonetheless. we recognize <br />that research plans should include provisions for studying native fish to <br />better understand the ecosystem in which the fish live as well as to protect <br />them and their habitats from further losses. We believe the plan as written <br />recognizes the value of other native fishes. <br /> <br />Need for DeveloDment of an RIP <br /> <br />Several commentators questioned the findings of the biologists, assumptions <br />which required testing, and the recoverability of the San Juan River. We <br />believe the current write-up accurately reflects the biologists conclusions. <br />These findings could be strengthened or revised after additional study. Since <br />the body of prOfessional scientists has determined that the San Juan River is <br />potentially recoverable. vilification of that position serves no purpose, If <br />new information suggests the need for change. program participants will have <br />that opportunity. <br /> <br />Please review the three draft chapters as requested and return comments to me <br />by July 15. 1991, Revisions of chapters relating to program goals, elements. <br />implementation, and funding will be sent out as soon as they are revised. <br /> <br />Sincerely, <br /> <br />Reed E.
