7.2 To what extent is the Federal Power Commission's licensing authority
curtailed by section 7?

Section 7 prohibits the Federal Power Commission from licensing any
new projects or construction, even as an incident to an existing dam
--or project, which would be "on" or "directly affecting" any of the
. i-l";ers listed in section 3 and section-5-of the Act, regardless of
whether the project is presently under licensefro~ the Commission.
The language of section 7 does not, however, preclude the Commission
from licensing existing projects that are presently unlicensed, so
long as Commission action does not authorize arry new construction.
