<br />Although federal ownership of lands within a state-protected area does
<br />not necessarily preclude inclusion of that area as a state-administered
<br />'component under subsection 2(a)(i~), Congress does not intend the
<br />Secretary to exercise his authority under subsection 2(a)(ii) to add
<br />, tree-tlowing rivers to the system whenever substantial blocks of
