Besides recurring drought, <br />many Plains leaders are concerned by the longer range <br />problems of falling water tables, with limited chance of <br />recharge, and the constant migration of youth from the <br />region because of limited opportunities. <br /> <br />Few technologies have the potential of weather modification <br />to directly affect people, agriculture, and the Nation's <br />well-being. All segments of public concern must be sought, <br />appreciated, and considered in cooperative planning and <br />operational decisions at the local, state, and Federal <br />levels. Environmental impacts, if any, must be continually <br />and carefully identified and assessed in the decision <br />process. A conservative estimate by farm specialists of <br />immediate agricultural benefit is at least $250 million <br />annually for the region. <br /> <br />A strong state role is appearing for this technology, as <br />evidenced by increasing statewide interest, legislative <br />activity, and regional concern. The most likely operating <br />arrangement in the near future is state or regional cloud <br />seeding programs brought about by local decision, with <br />Federal scientific support and operating assistance. <br />Developing and encouraging working partnerships of local, <br />state, regional, and Federal groups are now becoming <br />essential. <br /> <br />.., <br /> <br />ii <br />
