00068~

range of conditions usually experienced in the Plains. This
number is required to remove uncertainties and errors for
realizing an overall 90-percent reliability and confidence;
although for some single cloud situations. a higher degree
of confidence can be established.

Each 100 well-documented and analyzed cloud experimental
cases at this stage of weather modification development
can contribute substantially to the technological effi-
ciency and confidence of seeding. Periodic updating of
models and techniques at each step, with their full dis-
tribution and ready availability, will increase operational
efficiencies and immediate benefits. The design for the
High Plains Cooperative Program will provide a continual
exchange of information between the Bureau of Reclamation's
research and the operational seeding projects and commercial-
scientific groups in the region.

Required primary physical and meteorological data for
models are: (1) total rainfall at cloud base and at ground
surface; (2) sequential atmospheric soundinps of temperature,
humidity, and wind near cloud; (3) updraft and downdraft
size, strength, and location within the time span of cloud
life; (4) rate of entrainment of surrounding air; (5) cloud
dimensions and altitudes; (6) precipitation echoes in clouds;

21
