<br />The primary products of the program will be: (1) a con- <br />tinuing source of updated technology and:verifi~ation <br />level. for immediate local application' through privat~ <br />firms; (2) a complete, indepth compendium or reference <br />manual for decisionmakers and operators, describing and <br />verifying all facets of practical cumulus modification <br />technology and its economic potential; (3) a sound con- <br />ceptual and data basis for further research to develop <br />a full precipitation management technology; (4) an intangible <br />background of legislation, experiences, and public accept- <br />ance established in the region through participation in <br />a cooperative, responsible cloud seeding program; and <br />(5) immediate local benefits of additional rain and water <br />supplies as an intentional byproduct from the research. <br /> <br />Like all Project Skywater programs, the High Plains <br />Cooperative Program will be performed largely under <br />contracts with universities, private firms, and other <br />Government agencies. About 85 to 90 percent of the <br />Federal funds allotted to the Bureau of Reclamation for <br />this program will be spent through such organizations. <br />A closely coordinated and managed series of contracts <br />is planned for this program. <br /> <br />6 <br />
