The Board made no <br />specific recommendations for changes in the Forum report. <br /> <br />With respect to the Board's concerns regarding the <br />Las Vegas Wash Salinity Control Program, it is the Forum's <br />understanding that the Bureau is coordinating with others <br />on this project. <br /> <br />Planning. on the Lower Virgin River salinity control <br />unit has not advanced sufficiently for the Forum to evaluate <br />the Board's proposal regarding that unit. Multiple Objective <br />Planning teams have been formed for the Lower Virgin River <br />Unit. and the public has been invited to parti9ipate. <br /> <br />Clark countr Environmental <br />Qual'Uy Pol cy Review Board <br /> <br />The Review Board recommends the Forum clarify tpe <br />language and intent, as regards municipal discharges, of <br />the "Policy for Implementation of the Colorado River Salin- <br />ity Standards through the NPDES Permit Program" presented <br />in Appendix A. <br /> <br />The Forum believes that the language of the policy <br />adequately describes its intent. The proposed 400 mgll <br />incremental increase in total dissolved solids above the <br />flow-weighted average salinity of the intake water supply <br />is a guideline which, if exceeded, would require demonstra- <br />tion by the permittee that it is not practicable to limit <br />the incremental increase to 400 mg/l. The Forum in no way <br />intends to preclude the individual states from establishing <br />more stringent requirements if they so desire. <br /> <br />Tne Review Board also recommends that, with the defer- <br />ment. of construction of the Las Vegas Wash Unit, the Bureau <br />fully integrate its activities with the on-going investiga- <br />tions by Clark County. The Board recommends the addition <br />of the following language in the report regarding both the <br />Las Vegas Wash and Lower Virgin River Units: "'rhe Bureau <br />of Reclamation should coordinate and integrate the studies <br />and investigations of the Las Vegas Wash and Lower Virgin <br />River Units with the Clark County 208 Program continuing <br />planning activities." <br /> <br />The Forum accepts this recommendation with modifications <br />and makes the following changes to the report: <br /> <br />Page 42, second paragraph - the last sentence is deleted <br />and the following added: <br /> <br />"The Bureau of Reclamation and the 208 agency <br />should coordinate and consult with each other on the <br />studies and investigations, as part of the public <br />involvement process. When the 208 plan has been <br />defined and the hydrosalinity studies completed, a <br />salinity control project will be reformulated." <br /> <br />2 <br />
