<br />December 1$, 1978 <br /> <br />w <br />o <br />to <br />CJ.l <br /> <br />Supplement Including Modifications to <br />"Proposed 197$ Revision - Water Quality Standards <br />for Salinity Including Numeric Criteria and Plan <br />of Implementation for Salinity Control, <br />Colorado River System, August 1978" <br /> <br />This supplement to the subject report contains a summary <br />and analysis of the comments on the report received at public <br />meetings held in Las Vegas, Nevada, on November 14, 1978, and <br />Grand Junction, Colorado, on November 16, 197$, and comments <br />received by mail dated no later than November 22, 197$. The <br />supplement also includes modifications to the Forum's August <br />1978 report based upon the comments received and corrects <br />minor errors that appear in the report. The states of the <br />Colorado River Basin, acting through their Colorado River <br />Basin Salinity Control Forum, prepared these revisions pur- <br />suant to Section 303(c)(1) of the Clean Water Act. <br /> <br />Summary and Analyses <br />Bureau of Reclamation <br /> <br />The Bureau representative stressed the importance of the <br />salinity standards to the Department of the Interior and to <br />the Bureau of Reclamation. These agencies are charged with <br />the responsibility for planning and constructing the principal <br />physical components of the plan of implementation. The Bureau <br />continues to support, as it did in 1975, the Forum's basin- <br />wide approach to the salinity problem. Independent analyses <br />by the Bureau support the Forum's conclusion that the numeric <br />criteria at the three stations for which criteria have been <br />established will not be exceeded during the next three-year <br />period. The Bureau's studies confirmed the Forum's finding <br />that there has been a significant reduction in salt load as <br />compared to runoff during the past several years. The Bureau <br />recognizes the need for expeditious action on its salinity <br />control efforts and has made changes in priorities and proce- <br />dures and expects to make significant progress on the projects <br />identified in the implementation plan. No recommendations <br />were made as to changes in the Forum's report. <br /> <br />, <br /> <br />Citizen's Environmental Resources <br />Advisorv Board for Clark County, Nevada <br /> <br />The Advisory Board expressed its concerns with the Bureau <br />of Reclamation's salinity control program for Las Vegas Wash <br />and its impact on the substance and timing of the 208 Plan <br />for Clark County. The Board urges the Bureau to integrate <br />its research activities with others and to consider the 208 <br />Plan for the County. The Bureau's proposed Lower Virgin River <br />salinity control project is also of concern to the Board.
