ANNUAL REPORT

RECREATION TECHNICAL SUBCOMMITTEE
PACIFIC SOUTHWEST INTERAGENCY COMMITTEE
JULY, 1972 - JULY, 1973

The Recreation Technical Subcommittee continued working on past
work program assignments during the fiscal year 1972-73. Completion of
a major assignment was accomplished by Mr. George Webber, Bureau of
Outdoor Recreation, in the publication of a paper entitled, "Discussion
of the Impact of Urbanization on Recreation and Fish and Wildlife
Resources". Several work program items are nearing completion and are
expected to be carried over to the com~ng fiscal year along with any
additional assignments that the committee may consider. Committee
members agree thst involvement in a work program, quarterly field trips
and business meetings serve a viable means for professional analysis of
land and water related recreation projects.

The 72-3 meeting of the PSIACRecreation Technical Subcommittee
was held September 5-7, 1972 in Salt Lake City, Utah. A field trip was
conducted by the Utah Department of Natural Resources on September 5.
Mr. J. Stanley Elmer, Utah's representative on the Recreation Technical
Subcommittee, arranged a seminar and slide presentation concerning the
Jordan River Parkway study. The study area included a 15 mile stretch
of the Jordan River in Metropolitan Salt Lake City. A canoe trip at the
study area concluded a water-based, outdoor recreation resource field
trip. The business meeting included a discussion of progress on the
work program and an announcement from Mr. Gerry Leach, Federal Power
Commission, that he would not be able to serve as Chairman of the
Recreation Technical Subcommittee for the 1973-74 term.

The 72-4 meeting of the PSIAC Recreation Technical Subcommittee
was held December 4-6, 1972 in San Diego, California. A field trip was
conducted by the California State Department of Parks and Recreation on
December 4. Mr. James Warren, California's representative on the Recreation
Technical Subcommittee, arranged a tour of Hearst San Simeon State Historical
Monument. As stated in the minutes of the 72-4 meeting, "... all of the
water for the castle, swimming pools, stock watering and irrigation origin-
ated at the top of the mountains. No one could say where the aquifer
originated, but springs are present near the crest. These are tapped and
piped to closed reservoirs." The business meeting included a discussion
on the draft of a paper presented by Mr. George Webber. The paper,
"Discussion of the Impact of Urbanization on Recreation and Fish and
Wildlife Resources", was presented to ;the subcommittee in completion of
a work program assignment. The paper was accepted and permission was
obtained from the PSIAC parent committee to publish the document under the
auspices of the Recreation Technical Subcommittee.

The 73-1 meeting was held March 6-8, 1973 in Albuquerque, New
Mexico. A field trip was conducted by the New Mexico State Planning
Department and Interstate Stream Commission on March 6. Mr. Bill Kreuch,

22
