~24-

0111

.

integrate operation of Granada Reservoir and John Martin Reservoir.
The exchange agreement is essential to optimum operation and water
yield for the Granada Reservoir Project.
Some system of credit and debit water accounting with proper
limitations will be necessary in order to a ssure optimum water yield
and also to protect water users under John Martin Reservoir and the
Arkansas River Compact. The criteria and assumptions used in this
study are quite simple and should be reviewed and altered as addi~
tional studies are justified. Criteria used are as follows.
1. When John Martin is spilling.
a. Granada credit would spill before any spill

of John Martin Reservoir water.

.

b. Granada debit would be oancelled.
2. When John Martin Reservoir oontent is over 100tOOO
acre-feet.

a. Granada credit stored unlimited.
b. Granada debit limited to water available in
Granada Reservoir (above permanent fish pool).
3. When John Martinfleservoir content is under 100,000
acre-feet I

a. Granada crodit stored unlimitedo

.

b. No additional Granada debito
4. Granada debit paid as soen as physically ~ossibleD
When no opportunity exists for paying debit (no state lin~
requirement under Arkan. as River Compact) ~ Granada vfould con-
tinue to operate under critc~~a 1, 2 and 3 above~
