<br />. <br /> <br />. <br /> <br />" <br /> <br />J~" <br /> <br />The preliminary October I estimate of200 I end-of-year Califomia agricultural consumptive use <br />of Colorado River water under the first three priorities and the sixth priority of the 1931 California <br />Seven Party Agreement is 3.847 maf. This estimate is based on the collective use through September <br />2001 by the Palo Verde Irrigation District (PVID), the Yuma Project Reservation Division (YPRD), the <br />Imperial Irrigation District (lID), and the Coachella Valley Water District (CVWD). Figure I, found <br />at the end of this report, depicts the historic projected end-of-year agricultural use for the year. <br /> <br />Colorado River Ooerations <br /> <br />Draft 2002 Annual Operating Plan <br /> <br />Included in the Board folder is a copy of the revised draft of the 2002 Annual Operating Plan <br />for the Colorado River System Reservoirs (2002 AOP) dated September 18,2001. The recommended <br />Secretarial determinations remained unchanged. <br /> <br />Those Secretarial determinations contained in the draft 2002 AOP include: I) storage <br />equalization and the avoidance of spills will control the annual releases from Glen Canyon Dam; 2) in <br />accordance with the Interim Surplus Guidelines, the full domestic surplus criterion will govern the <br />operation of Lake Mead; 3) any Lower Division state may be allowed to utilize water apportioned to, <br />but not used by, another Lower Division state; and 4) Mexico will be allowed to schedule the delivery <br />of 1.5 maf of water during calendar year 2002. <br /> <br />As you will note on the front ofthe document, a conference call was held on September 26th, <br />to discuss the draft. During the conference call a few editorial comments were incorporated into the <br />2002 AOP. The 2002 AOP will be to the Secretary of the Interior by mid-October for her consideration. <br />When the 2002 AOP is sent to the Secretary Norton, a copy of it will be posted on Reclamation's <br />website. Once approved by Secretary Norton, the 2002 AOP will be mailed to the governors of the <br />seven Colorado River Basin states. <br /> <br />Reclamation's LCR 2000 Overview Book <br /> <br />Every year Reclamation issues a compendium of its historical work in the Lower Colorado <br />Region, along with key accomplishments in that year. I have extracted, for your information, from <br />Reclamation's 2000 Overview Book, its Key Regional Objectives for the Lower Colorado Region. <br />Both California's 4.4 Plan and the LCRMSCP are included in the list of key objectives. <br /> <br />Proposed Lease of a Present Perfected Right (PPR) Water Entitlement <br /> <br />Included in the Board folder is a copy of the proposed "Agreement to Lease Present Perfected <br />Right Entitlement Water" between the County of San Bernardino and Mr. Sonny Gowan. Mr. Gowan <br />is the holder of PPR No. 32 and wishes to lease 150 acre-feet of his 180 acre-feet entitlement to <br />San Bernardino County for use in its Moabi Regional Park along the Colorado River. The Board at its <br />November 2000 meeting discussed this proposal and voted not to make any recommendation regarding <br />Mr. Gowan's request for a change in place of use for his PPR.
