r

002.iA~2

.

.

~

EXECUTIVE DIRECTOR'S MONTHLY REPORT
TO THE
COLORADO RIVER BOARD OF CALIFORNIA

October 9. 2001

ADMINISTRATION

Board Retreat

Arrangements for the Board's third annual retreat at the Lake Arrowhead Resort have been
completed for October 10-11, 2001. Included in the Board folder is a copy of the Preliminary Agenda
for your information. I am looking forward to a free exchange of information as we plan the course of
action for the Board for the next year.

PROTECTION OF EXISTING RIGHTS

Colorado River Water Report

During August 200 I, storage in the major Upper Basin reservoirs decreased by 506,000 acre-feet
and storage in the Lower Basin reservoirs decreased by 91,000 acre-feet. Total System active storage
as of the end of August was 47.090 million acre-feet (mat) or 79 percent of capacity, which is 4.370 maf
less than one year ago.

September releases from Hoover, Davis, and Parker Dams averaged 11,000, 11,800 and 10,000
cubic feet per second (cfs), respectively. Planned releases from those three dams for the month of
October 2001 are 7,800, 10,200 and 7,800 cfs, respectively. The October releases represent those
needed to meet downstream water requirements including those caused by reduced operation of Senator
Wash reservoir.

The October I, 2001 the observed unregulated inflow into Lake Powell reported that the
observed April through July 2001 flow into Lake Powell was 4.30 maf, which is 56 percent of the 30-
year average for the period 1961-1990. The preliminary forecast of unregulated inflow into Lake
Powell for the 2000-200 I water year is 6.955 maf, or 59 percent of the 30-year average.

The Lower Division States' estimated consumptive use of Colorado River water for calendar
year 200 1 ,as estimated by Board staff, totals 8.336 maf and is projected as follows: Arizona, 2.869 maf;
Califomia, 5.162 maf; and Nevada, 0.305 maf. Estimated additional unmeasured return flow credits
of 0.226 maf would reduce the total amount to 8.110 maf. For calendar year 2001, it is estimated the
Central Arizona Project (CAP) will divert 1.546 maf, of which 0.316 maf is to be credited to the
Arizona Water Bank, and The Metropolitan Water District of Southern California (MWD) will divert
1.225 maf.
