<br />[ <br />l <br />, <br />r <br />I <br /> <br />3 <br /> <br />o <br />w <br />1\)' <br />~. <br /> <br />the Government of Mexico protested the delivery of waters <br />of such a level of salinity in a formal note to the Depart- <br />ment of State of the United States and also presented the <br />matter to the International Boundary and Water Com- <br />mission. <br /> <br />. <br /> <br />No solution to the problem had been reached by the <br />Commission on Mareh 16, 1962, when a Joint Declaration <br />was issued by the Presidents of Mexico and the United <br />States, stating: <br /> <br />The Presidents of Mexico and the United States arc <br />in agreement that it is urgent to find a satisfaetory <br />solution to the salinity problem. <br /> <br />To this end, the Presidents of both countries have <br />given instrnctions through their respective Chancel- <br />lories and their Representatives at the International <br />Commission on Boundaries and .Waters that within the <br />term of forty-five days they formulate recommenda- <br />tions on the measures that should be adopted. <br /> <br />To fulfill these instructions in the most effective <br />manner possible, the Commissioners shall avail them- <br />selves of the services of water and soil irrigation <br />experts. <br /> <br />The objective indicated by the Governments of <br />Mexico and the United States of America is, without <br />prejudice to the legal rights of either of the two <br />countries, to agree upon and to put into effect those <br />measures which are necessary to remedy the current <br />situation within the shortest time possible. <br /> <br />. <br /> <br />Subsequently the" Joint Draft Report of United States <br />and Mexican Expert Panels on Colorado River Salinity <br />Problem" was completed on May 10, 1962. '1'he draft <br />report noted that the International Boundary and Water <br />Commission had availed itself of qualified water and soil <br />scientists to form a panel of experts from each country <br />and that the two panels had endeavored "in the spirit <br />of friendly relations and with a scientific approach" to <br />achieve a solution to the problem.
