Requests were received from Riverside County authorities
for a right of way for flood control purposes on District land near
the west portal of San Jacinto tunnel, and for permits for highway
crossings over the San Diego aqueduct right of way.
As title to the northerly half of the San Diego aqueduct ulti-
mately will be vested in the District, judgments obtained b~' the
United States in condemnation of the right of way for this portion
of the aqueduct were reviewed as to adequacy for purposes of the
aqueduct as constructed.
The term of an agreement with the Los Angeles County Sani-
tation Districts, under which the waste brine from the softening
plant had been discharged into the sewer system since 1941, expired
in 1948. A new contract was negotiated under which the Sanitation
Districts agree to provide for disposal of waste hrine from the
softening plant in quantity not exceeding 25 cubic feet per second,
and are granted the right to utilize ","plus capacity in the District
waste water pipe line for disposal of sewage. The contract has a
nominal term of 40 years but is subject to termination hy either
party after a minimum period of 20 years, provided that 10 years
advance notice is given. Under the contract the District made an
initial cash payment of $100.000 and will pay an annual service
charge of $15,934.47, plus a charge of $1,00 per mi!lion gallons of
brine discharged into the sewer system.
Construction of Whittier Narrows flood control basin on the
San Gabriel River, expected to be commenced in 1950 by the U. S,
Army Corps of Engineers, will require relocation of a portion of
the District waste water pipe line. Studies and estimates were
made for purposes of negotiations with the Corps of Engineers
regarding the necessary pipe line reconstruction,
Proceedings had been completed in 1945 for relinquishment by
the District, and acquisition for public highway purposes by the
counties of Riverside and San Bernardino, of the aqueduct road
between Desert Center and the west boundary of the Colorado River
Indian Reservation. As it is desirahle f"r the District to transfer
to San Bernardino County the remainder of the aqueduct road,
extending acrOSs the Indian Reservation and thence to Parker Dam,
investigation was made of the procedure required for compliance
with the affected Federal statutes alld regu\ationg. A map and
field notes representing the road in its present alinement were
prepared for filing with the affected Federal agencies at such time
