The notice to hold public hearings on the draft su~plement was published in the
Federal Register, March 10, 1982. Press releases concerning the hearings were
also provided to local news media for public announcement. The purpose of the
hearings was to provide the public and others with the opportunity to make
formal comment on the draft supplement and to provide information relative to
project effects on wetlands and flood plains (Executive Orders 11988 and 11990).
The hearings were held April 13 and 14, 1982, in Alamosa and Saguache, Colorado,
respectivelY,
