<br />Survey of the preliminary alinement of the Stages 4 and 5 conveyance channel is <br />planned for 1981. Survey of Stages 4 and 5 layout of wells and laterals is not <br />planned until after Stage 1-2 is operational (about 1985). <br /> <br />The Bureau will continue to consult with the Colorado State Historic Preserva- <br />tion Officer (SHPO), State Archeologist, Advisory Council on Historic Preserva- <br />tion, concerned professionals, and others. <br /> <br />H. Social and Economic <br /> <br />1. Agriculture. The major economic employment sector in the San Luis <br />Valley is agriculture. In 1978 the primary crop produced in Alamosa and <br />Saguache Counties was hay. The second most produced crop was barley. However, <br />in the specific project area, very little if any commercial agriculture exists. <br /> <br />2. Land acquisition and relocation. Land for the project will be <br />acquired in fee title (purchase) and easements. A total of about 4,800 acres <br />will be purchased in fee and about 1,800 acres will be in easement. There are <br />about 26 private landowners that will be affected by construction of the convey- <br />ance channel in Stage 1-2. Stages 3 and 4 channel construction will affect only <br />lands owned by the State of Colorado. In present plans for Stage 5 channel <br />construction, only one private landowner will be affected. Fourteen landowners <br />will be affected by construction of wells and laterals in Stage 1-2; about 14 <br />will be affected in Stages 3, 4, and 5. The purchase of 3,120 acres of private <br />land in the vicinity of Russell Lakes will affect four to eight family units. <br /> <br />Through the relocation assistance program, the Bureau provides payments and <br />service to assist individuals in moving to new locations. Relocation benefits <br />are entirely separate from and in addition to the price paid for property <br />purchased by the Government. <br /> <br />IV. CONSULTATION AND COORDINATION <br /> <br />Various meetings were held over the years and the views of many agencies and <br />individuals were solicited. The project was coordinated with the Rio Grande <br />Water Conservation District, Conejos Water Conservation District, Rio Grande <br />Water Users Association, and San Luis Valley Irrigation Well ,Owners, Inc. <br />Numerous meetings have been held with Fish and Wildlife Service and Colorado <br />Division of Wildlife. The Bureau has also continued to consult with the <br />Colorado SHPO, State Archeologist, the Council, and others on the cultural <br />resources of the area. <br /> <br />A notice of intent to prepare a draft supplement and hold a scoping meeting was <br />published in the Federal Register, April I, 1981. The meeting was held on <br />April 15, 1981, to receive input for the supplement and to provide information <br />on changes in the project plan. <br /> <br />On February 11, 1982, the draft supplement to FES 79-37 was filed with the <br />Environmental Protection Agency (EPA) and made available to Federal, State and <br />local agencies, and to private groups and individuals for review and comment. <br />The review period remained open for 60 days, ending April 11, 1982. <br /> <br />n <br /> <br />.... ~ ..... ,-', ,-. <br />f;', A- U .J~) <br />
