EVALUATE AVAILABILITY AND COST OF ALTERNATE POWER SOURCES <br /> <br />2.1 Introduction <br /> <br />Commercial electric power for the portions of the Ute Mountain Ute <br /> <br />and the Southern Ute Indian reservations within Colorado are in the <br /> <br />service area of the La Plata and Empire Electric associations which <br /> <br />are Rural Electric Associations (REA's). The boundary between the <br /> <br />two power companies occurs at the Montezuma and La Plata County line <br /> <br />which is also near the two reservations' common boundary. <br /> <br />The La Plata and Empire Electric associations purchase wholesale <br /> <br />power from the Colorado Ute Electric Association (CUEA) for retail <br /> <br />distribution to individual users. The CUEA is governed by members <br /> <br />of 14 REA's of which La Plata and Empire Electric associations are <br /> <br />members. Power generation by the CUEA is mostly coal fired with 5 <br /> <br />percent or less being hydroelectric. Power can be traded with the <br /> <br />Western Area Power Agency (WAPA) as necessary. <br /> <br />Other electr ic power lines wi thin the area are Federal Power from the <br /> <br />Colorado River Storage Project (CRSP) which is controlled by the <br />Western Area Power Agency (WAPA). A 230 kilovolt (KV) line from the <br /> <br />CRSP Shiprock Substation passes north and south through the center of <br /> <br /> <br />the Ute Mountain Ute Reservation along U. S.
