Colorado-Ute expects to <br /> <br />have its federal allocation increased in 1989,~ but has not said <br /> <br />" <br /> <br />by how much. <br /> <br />More immediately, WAPA is currently marketing 72 Mw of winter <br /> <br />peaking capacity from the already operational Yellowtail hydro <br />project, through its Loveland-Fort Collins, Colorado office.27/ <br /> <br />As one of the largest winter-peaking preference customers in the <br /> <br />region, Colorado-Ute may be able to obtain some of this capacity. <br /> <br />How much is not known. <br /> <br />The federal government is also planning or building numerous <br /> <br />hydro projects in or near Colorado-Ute's service area from which <br /> <br />it may be able to purchase power. These include McPhee Dam on <br /> <br />the Dolores River in southwestern Colorado (1 Mw, under construc- <br /> <br />tion) , <br /> <br />the Dolores Tunnel project on the Towaoc Canal in south- <br /> <br />western Colorado (10 Mw, under construction), <br /> <br />and an expansion <br /> <br />of Flaming Gorge Dam on the Green River in southern Wyoming <br />(40 Mw, in planning).28/ <br /> <br />The federal project with the biggest potential for replacing <br /> <br />Juniper-Cross Mountain is the Dominguez project, proposed for the <br /> <br />Gunnison River downstram of Delta, Colorado. The Dominguez Dam <br /> <br />itself would generate 18 Mw with a very high 86 percent capacity <br /> <br />factor, but the project would also include a 500 Mw pumped storage <br /> <br />plant using Dominguez Reservoir as the lower reservoir. As <br /> <br />recently as April 1980 the project was planned for full operation <br />by December 1988.29/ More recently it has been inactive, and no <br /> <br />planned operating date is currently known. certainly, the <br /> <br />Dominguez project could be developed by 1993-94. <br />
