(

(

14

Neither is the cogeneration potential of other large customers of

r,'"
'-

Colorado-Ute. Still, the Colorado-Ute service area cogeneration

C"':
~
....

potential is at least 180 Mw just from C-b, although this cogenera-

'"',

tion could not be expected to enter service prior to 1991, when

~

C-b reaches its full operating level (see Table 3 and the associated
discussion of delays at C-b).

3. Diversity exchanges.
Colorado-Ute's committed resources include 270 Mw

from Public Service company of colorado (PSC) (~Table 1) in

1982-91, and 440 Mw in 1992-94. This capacity is not available in

the summer. However, once Colorado-Ute reaches the point where its

winter peak exceeds its summer peak by more than 270 Mw, the

resources which enable it to meet its winter peak will allow it to

meet its summer peak by an even larger margin, even without the

PSC capacity in the summer. Such a situation in fact will occur in

the late 1980s, even with the adjusted demand forecast shown in

Table 1.

Because Colorado-Ute is bordered by summer peaking

utilities (PSC, PNM, UP&L) , it will be in a position to trade

summer peaking capacity to its neighbors in exchange for winter

peaking power. Indeed, Colorado-Ute's August 1981 Loan Support

Study reflects just such an intention, showing a 100 Mw diversity
exchange planned for 1988 with a neighboring utility.li!

4. Federal purchases.

Colorado-Ute's committed resources include 80 Mw

from WAPA--30 Mw from Mt. Elbert 1-2, 36 Mw purchased by its
member co-op IREA, and 14 Mw from the Collbran project.2S/

Colorado-ute receives no power directly from the Colorado River
