Don Maughan, <br /> <br />Director of the U.S. Water Resources Council, at the 7th American <br /> <br />Water Resources Conference in Washington, D.C., October 24-28. <br /> <br />Comprehensive planning of the nation's water and related land resources <br />was assigned to the Water Resources Council by Congress when the Council <br />was formed by Public Law 89-80 in 1965. The Council encourages and <br />coordinates the conservation and utilization of water and related land <br />resources on a comprehensive and coordinated basis by Federal, State, <br />local and private enterprise. <br /> <br />A new balanced method of planning, described in a report entitled <br />"Principles and Standards for Planning Water and Land Resources", <br />is the result of a special 2-1/2 year Council Interagency Task Force. <br /> <br />The proposed planning method will require resource planners to prepare <br />alternative programs at the earliest stage of planning for a comparison <br />and selection of the best plan. Completely shown and compared will be <br />the good, the bad, and the inbetween parts of each possible solution. <br /> <br />Director Maughan, in describing the need for a better planning system, <br />said, "Resource plans presently created under rigorous economic standards <br />have not worked out too well. Primary weight has been on monetary values <br />and not on alternative plans to do the job. The system we use today <br />just does not provide a place for non-efficiency objectives." <br /> <br />The United States Water Resources Council, an independent Executive Agency of the U.S. Government, is composed of the Secretaries of Intenor; Agriculture; <br />Army; Health, Education. and Welfare. Transportation; Chairman, Federal Power Commission; with participation by the Secretaries of Commerce; Housing <br />and Urban Development; Administrator. Environmental Protection Agency; Attorney General, Director. Office of Management and Budget; Chairman, Council on <br />Environmental Quality; and the Chairmen, River Basin Commissions.
