<br /> <br />.po\ <br />r", <br /> <br />.~:; <br />~.04 <br /> <br />t_:-" <br />(;::' <br /> <br />He shall also compile a complete report covering his <br />secretarial activities, and a summary of all factual data <br />required by the Compact during the preceding calendar <br />year, and submit the same to the Commission at its regu- <br />lar meeting in February, first following the calendar year <br />covered by such report. <br /> <br />The secretary shall carry on such other duties as the <br />Commission may assign to him from time to time, and shall <br />devote his entire time to the duties of his office. He shall <br />execute and deliver a surety boud satisfactory to the Com- <br />mission, conditioned upon the faithful performance of the <br />duties of his office. <br /> <br />Costs <br /> <br />In February of each year the Commission shall adopt <br />a budget for the ensuing fiscal year beginning July first. <br /> <br />Such budget shall set forth the total cost of mainte- <br />nance and operation of gaging stations, of evaporation <br />stations, the cost of engineering and clerical aid, and al: <br />other necessary expenses excepting the salaries and per- <br />sonal expenses of the Rio Grande Compact Commissioners. <br /> <br />'. <br /> <br />Contributions made directly by the United States and <br />the cost of services rendered by the United States without <br />cost shall be deducted from the total budget amount; the <br />remainder shall then be allocated equally to Colorado, <br />New Mexico, and Texas. <br /> <br />Expenditures made directly by any State for pur- <br />poses set forth in the budget shall be credited to that <br />State; contributions in cash or in services by any State <br />under a cooperative agreement with any Federal 'agency <br />shall be credited to such state, but the amount of the Fed- <br />eral contribution shall not so be credited; in event any <br />State, through contractual relationships, causes work to <br />be done in the interest of the Commission, such State shall <br />be credited with the cost thereof, unless such cost is borne <br />by the United States. <br /> <br />The secretary shall present to each participating state <br />through the Commissioner of such State, a certified state- <br />ment of one-third of the cost of his salary, traveling ex- <br />pense, the expense incident to the maintenance of the of- <br />fices of the Commission, and each Commissioner shall ar- <br />range for the prompt payment thereof by the appropriate <br />agency of his state. <br /> <br />The Commissioner of each state shall report at the <br />
