2

The increase of vehicular traffic in the immediate vicinity of the
reservoir is attributed to the impending completion of Interstate 80.
Only about 30 miles remains to be completed of this highway 'Which
will link Denver and the East Coast with a mlti-lane highway.
Traffic volume on this highway increased nearly nine percent between
1960 and 1966.

.

Based upon these foregoing factors the anticipated recreation visitor
days per year is estimated to be 930,000 when the recolllDlended initial
recreation development has been completed. As in the earl.ier report
it is estimated that the majority of the visitors will originate from
the zone of recreation influence described as the area within the
6o-mile radius and adjacent cities.

With the assumption that the population in the region will continue
to increase and water-oriented recreation will continue at its present
popularity, it is estimated that in about 25 years after the initial
development has been completed the annual visitor day use will be
1,225,000.

,

Contract cost of the initial reCreation development, exclUding costs
to purchase additional land, is presently estimated to be $1,145,000.
This coat reflects the current construction cost increase as provided
by the Bureau of Reclamation, as well as the additional dlllve10pment
needed for the anticipated increase in recreation use.

The ultimate contract costs for the recreation development is estimated
to be $1,300,000, again excluding additional land purchaslll. This
estimate includes the initial development and added facilities to
provide for the estimated recreation use in 25 years.

The calculated annual cost required to replace these initially installed
facilities over their 25-year usable lif'etill1e and based upon the current
interest rate of 4 5/8 percent is $25,.300. For the 25-year development
it is $28,700.

Current contract cost indexed to reflect January 1969 prices for the
recommended land acquisition of 2,810 acres is estimated to be $482,500.

The foregoing development and land cost does not include a 20~ %
contingency and 26+ % indirect cost factor.

Costs for the net annual administration, operation, and maintenance
(AO!tM) of the initial recreation development are estimated to be
$114,500. ' Ultimate AO&M would 8lI\0unt to $130,000 annually. These
costs are the responsibility of the administering agency and are,
therefore, a non-Federal cost.
