No-surface-<JCCupancy stipulations will be established <br />from within 500 feet to 1/4 mile of perennial water <br />sources, depending on the type of source, use of source, <br />soil type, and slope steepness. <br /> <br />7. Construction will be allowed within or near intermittent <br />drainages and their floodplains only after completing <br />a case-by-case analysis of soil type and slope steepness <br />of the drainage. Compliance with Executive Order <br />11988 will be ensured. These actions will not preclude <br />road crossings built to BLM specifications. <br /> <br />8. To ensure that unstable areas are avoided, accelerated <br />erosion is prevented, and detailed soil information is <br />made available, detailed soil surveys will be conducted <br />on timber harvesting areas of Diamond Peak/Middle <br />, Mountain and Douglas Mountain. <br /> <br />9. , The remaining water quality and quantity inventory <br />, of resource area springs and seeps will be completed. <br /> <br />10. Groundwater quality and aquife" will be inventoried <br />within selected areas of the resource area. <br /> <br />II. Water quality and wate"hed activity plans will be <br />developed in areas with potential for water quality <br />improvements. The potential for salinity control <br />projects on BLM-administered public lands in the Milk <br /> <br />Creek, Vermillion Creek, and Little Snake River <br />wate"heds will be analyzed. <br /> <br />12. Nonpoint sources of pollution will require that <br />management actions be coordinated with federal, stale, <br />and local agencies. <br /> <br />13. BLM roads and trails on public lands will be closed <br />and rehabilitated if they have high erosion rates that <br />cannol be corrected. <br /> <br />14. BLM will seek appropriative waler rights for domestic, <br />livestock, wildlife, and recreation uses. <br /> <br />Resource Condition and Rationale <br /> <br />Soil and water resources must be maintained and <br />improved to provide for all olher biological production. Soil <br />and waler resources will be protected lhrough mitigative <br />measures applied to surface-disturbing activities and the <br />development of wate"hed activity plans. <br /> <br />Implementation Priorities <br /> <br />The following management actions must be implemented <br />during the first five yea" following approval of this plan. <br />The order in which these actions are listed does not indicate <br />an order of implementation. <br /> <br />. Complete water quality and quantity inventory of resource <br />area springs and seeps. <br /> <br />. Inventory groundwater quality and aquife" in selected <br />areas of the resource area. <br /> <br />. Develop water quality and wate"hed activity plans in <br />areas with potential for water quality improvement <br />projects. <br /> <br />. Analyze the potential for salinity control projects on BLM <br />administered public lands in the Milk Creek, Vermillion <br />Creek, and Little Snake River wate"heds. <br /> <br />. Identify and close BLM roads and trails that have high <br />erosion rates that cannot be corrected. <br /> <br />. Seek appropriative water rights for domestic, livestock, <br />wildlife, and recreation uses. <br /> <br />Monitoring <br /> <br />Monitoring of surface water and groundwater resources <br />will continue to be applied on a case-by-case basis to all <br />actions on public lands which could impact these resources. <br /> <br />18 <br />
