<br />CHAPTER I <br /> <br />intended to guide the order of implementation. Priorities <br />will be reviewed annually 10 help develop the budget for <br />the coming year. The priorities may be revised based upon <br />new administrative poticies. new Department directions, or <br />new Bureau goals. These priorities are shown in Chapter <br />II. <br /> <br />Appeal rights <br /> <br />Any person adversely affected by a specific action in this <br />plan may appeal (see 43 CFR 4.400) at the time the action <br />is proposed for implementation. <br /> <br />MONITORING AND EVALUATION <br /> <br />This plan will be monitored to ensure (I) projects are <br />tied 10 the budget, (2) projects are implemented on the <br />ground, (3) stipulations or restrictions are adhered to, and <br />(4) support, work months, and procurement needed to <br />implement the projects are considered. <br /> <br />This plan will also be monitored to detennioe effectiveness <br />and the need for revision or amendment. Monitoring will <br />determine whether objectives are being achieved, whether <br />assumptions were correctly applied and impacts correctly <br />predicted, whether mitigation measures are satisfactory, and <br />whether changes need to be made. <br /> <br />MODIFICATION <br /> <br />This plan may be changed through amendment. <br />Monitoring and evaluation findings, new data, and new or <br />revised policies will be evaluated to determine whether an <br />amendment is needed. Any change in circumstances or <br />conditions that affect the scope, terms, or conditions of the <br />plan may warrant an amendment. In all cases, a proposed <br />action that does not conform with the plan and warrants <br />further consideration before a plan revision is scheduled <br />will require an amendment. The amendment process is <br />identical to the resource management planning process, but <br />the scope of information. analysis. and documentation is <br />more limited. Generally, an amendment is site specific or <br />involves only one or two planning issues. <br /> <br />This plan may be revised when it becomes outdated or <br />obsolete. A plan revision requires a new resource <br />management plan for the entire resource area. <br /> <br />The public and other agencies will be included in the <br />amendment and revision process. <br /> <br />MAINTENANCE <br /> <br />This plan will be updated as necessary to keep it current <br />without changing its scope or intent. These changes will <br />Dot affect decisions, conditions, terms, or levels of resource <br />use or restrictions from those prescribed in the plan. <br /> <br />RELATIONSHIP TO OTHER BLM <br />PLANNING LEVELS AND STUDIES <br /> <br />Development of an RMP occurs within the framework <br />of the BLM planning system. The planning system is <br />subdivided into three distinct tiers. The Council on <br />Environmental Quality (CEQ) regulations provide for tiering <br />to aid compliance with NEPA (40 CFR 1500-1508). The <br />three general tiers in the BLM planning system include policy <br />planning, land-use planning, and activity- or program- <br />specific planning. This plan satisfies the requirements for <br />the land,use tier of planning. <br /> <br />Other documents are being prepared as a result of lhis <br />land-use planning effort. They include a rangeland program <br />summary and a wilderness study report. <br /> <br />The rangeland program summary is a communications <br />1001 used to (I) announce the results of the livestock grazing <br />portion of the land-use plan/environmental analysis; (2) <br />inform the puhlic of the Bureau's rangeland resource <br />management objectives for the allotment or planning area; <br />and (3) document puhlicly the actions intended to achieve <br />those ohjectives. The rangeland program summary will be <br />published within five months from publication of this record <br />of decision for the approved plan. <br /> <br />Seven wilderness study areas (WSAs) are being studied <br />to determine whether they are suitable or not suitable for <br />inclusion into the National Wilderness Preservation System. <br />They are the West Cold Spring, Diamond Breaks. Cross <br />Mountain, Ant Hills. Chew Winter Camp, Peterson Draw, <br />and Vale of Tears WSAs. The information generaled in <br />this wilderness plan will contribute to the development of <br />the legislative environmental impact statement (EIS) and <br />the wilderness study report (WSR). The WSR will contain <br />the preliminary recommendation for each WSA and <br />document the considerations that led to the recommenda, <br />tions. The WSA and EIS will be transmitted by the President <br />to the Congress for appropriate action. <br /> <br />4 <br />
