<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />The remainder of this proposal addresses the first two of the project's four <br />phases, the: 1) Preliminary Assessment and Concept Plan, and 2) Reconnaisance <br />Study. <br /> <br />OVERVIEW: PRELIMINARY ASSESSMENT AND CONCEPT PLAN: PHASE I <br />- - <br /> <br />A general assessment of the project will be conducted in Phase I. The purpose <br />will be to identify, integrate, and document the project sponsor's vision for <br />Neegronda Reservoir development. Furthermore, Phase I will formally document, <br />under the supervision of a Civil Engineer, current and historical records <br />characterizing the' physical system in order to justify continuation of the <br />project. Phase I will produce a Final Report suitable for informing parties <br />with a potential interest in the project. <br /> <br />Phase I will rely primarily on readily available information and discussions_ <br />with the project sponsor and principal representatives of owners of the <br />resource. <br /> <br />A general assessment of all project components will be conducted in Phase I, <br />however the focus will be on: <br /> <br />,j <br /> <br />o Character of historical and" present~ ownership, diversion,':- <br />storage. and use of water'in the Neegronda Reservoir hydrologic <br />system. ""'~ --~ <br /> <br />o On-site inspection of the community and hydrologic system. <br /> <br />o In depth discussions with key representatives of the project sponsor. <br /> <br />o Goals, objectives, and perspectives of the most critical <br />stakeholders. the ditch companies. <br /> <br />~.:I' <br /> <br />Research Historical and Present Character of Water Rights <br /> <br />Information regarding the historical and present ownership, diversion, <br />storage, and use of water in the Neegronda Reservoir system will be obtained <br />from records of the Colorado State Engineer in Denver. In addition, an on- <br />site visit to the District 2. Colorado State Engineer, and Southeast Colorado <br />Water Conservancy District in Pueblo will be conducted to obtain the goals, <br />objectives, perspectives, and relevant documents of these agencies with <br />potential impact on the proposed project.- <br /> <br />Inspection of Hydrologic System and Southeast Colorado Community <br /> <br />An on-site visit will be made to Southeast Colorado for a tour of the <br />Neegronda Reservoir hydrologic system and surrounding community.
