The remainder of this proposal addresses the first two of the project's four
phases, the: 1) Preliminary Assessment and Concept Plan, and 2) Reconnaisance
Study.

OVERVIEW: PRELIMINARY ASSESSMENT AND CONCEPT PLAN: PHASE I

A general assessment of the project will be conducted in Phase I. The purpose
will be to identify, integrate, and document the project sponsor's vision for
Neegronda Reservoir development. Furthermore, Phase I will formally document,
under the supervision of a Civil Engineer, current and historical records
characterizing the' physical system in order to justify continuation of the
project. Phase I will produce a Final Report suitable for informing parties
with a potential interest in the project.

Phase I will rely primarily on readily available information and discussions_
with the project sponsor and principal representatives of owners of the
resource.

A general assessment of all project components will be conducted in Phase I,
however the focus will be on:

o Character of historical and" present~ ownership, diversion,':-
storage. and use of water'in the Neegronda Reservoir hydrologic

o On-site inspection of the community and hydrologic system.

o In depth discussions with key representatives of the project sponsor.

o Goals, objectives, and perspectives of the most critical
stakeholders. the ditch companies.

Research Historical and Present Character of Water Rights

Information regarding the historical and present ownership, diversion,
storage, and use of water in the Neegronda Reservoir system will be obtained
from records of the Colorado State Engineer in Denver. In addition, an on-
site visit to the District 2. Colorado State Engineer, and Southeast Colorado
Water Conservancy District in Pueblo will be conducted to obtain the goals,
objectives, perspectives, and relevant documents of these agencies with
potential impact on the proposed project.-

Inspection of Hydrologic System and Southeast Colorado Community

An on-site visit will be made to Southeast Colorado for a tour of the
Neegronda Reservoir hydrologic system and surrounding community. The tour
