The Center's experience in <br />conducting projects for more than twenty years has firmly demonstrated that <br />. the community development approach maximizes the potential for ultimate <br />success--a viable solution which is developed, supported, and implemented by <br />community citizens. <br /> <br />In view of this, the CCDD recommends that the SECRA: <br /> <br />o Form a work group for each component of the project, for <br />all but the initial phase. <br /> <br />o Conduct frequent and periodic meetings in the community <br />for all interested parties regarding Neegronda issues. <br />I . <br />I j <br />. <br />The CCDD staff will strive to identify discrete problems within each component <br />for the workgroups to accomplish. In addition, CCDO will explore the <br />opportunities for involving faculty and student resources of lamar Junior <br />College in conducting discrete tasks. _." .- .. <br /> <br />The periodic meetings conducted by SECRA for all parties with Neegronda <br />,related interest's ,are intended for discussing and .resoluting all concerns <br />regarding project_ implementation, within and by the community. CCDD personnel <br />generally will not attend or participate in ,these meetings directly. <br />! <br /> <br />Three primary benefits are anticipated from these two actions: <br /> <br />o The community will realize the greatest potential,educational <br />benefit from the project. <br /> <br />o The process will facilitate development of support and <br />commitment within Southeast Colorado for Neegronda development. <br /> <br />o The community will increase its capablities to assume greater <br />. responsibility for managing the project's later phases, as well as, <br />future community undertakings. <br /> <br />OVERVIEW--PROJECT STRUCTURE <br /> <br />Within the community 'development context, the project will address the <br />following components: <br /> <br />o Goals and objectives related to Neegronda Reservoir of all <br />potential stakeholders. <br /> <br />o Engineering hydrology. <br /> <br />o Recreation/Fish and Wildlife. <br /> <br />2 <br />
