<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />. <br />I <br />I <br />.' <br />I <br />I <br />I <br />I <br />I <br />I <br />. <br />I <br /> <br />STATEMENT OF PROBLEM <br /> <br />The primary goal of the proposed project will be to permanently store water in <br />Neegronda Reservoir in sufficient quantity to: <br /> <br />o Increase the quantity and improve the quality of water for <br />irrigation stored in the Great Plains Reservoir system. <br /> <br />o Develop the resource into a recreation area and wildlife refuge. <br /> <br />o Improve the quality of domestic water supplies. <br /> <br />, 0 Integrate the reservoir and related developments explicitly <br />as significant resources for the economic development of the area. <br /> <br />Ultimate success of the project is definitely dependent on the deliberate <br />commitment, involvement, and support of the many different interests with a <br />present or potential stake in the involved resources. The involvement and <br />support of these groups will depend on each benefiting from change, in the <br />status quo. The initial goals presented above will be refined and elaborated <br />into specific objectives as all stakeholders make their interests explicit. <br /> <br />COMMUNITY DEVELOPMENT APPROACH' -. <br /> <br />The CCDD believes that ultimate success of the project requires that a number <br />of complex and inter-related political, institutional, technical, and economic <br />problems be addressed within a community development framework. Within the <br />framework established by the principles and techniques of community <br />development, ultimate success encompasses more than just successful <br />development of Neegronda Reservoir. <br /> <br />The goal of community development is human growth. The community development <br />approach is based on the assumption that people can grow and develop skills <br />enabiing them to manage aspects of their environment better. The approach <br />requires that professional' resources engage in a developing and helping <br />relationship with assisted individuals, groups, and communities. <br /> <br />The community development approach strives to build problem solving <br />capabilities of citizens in assisted communities by motivating them to: <br /> <br />o Observe and analyze their environment. <br /> <br />o Establish goals for improving their environment. <br /> <br />o Institute a process for acting to achieve their goals. <br /> <br />Clearly development of Neegronda Reservoir into a multi-use facility, meeting <br /> <br />1 <br />
