<br />6 <br /> <br /> <br />002238 <br /> <br />Plan 1 (East Side Route)--This plan will conserve and convey an <br />additional water supply of 1,200,000 acre-feet per year by stor- <br />age on Trinity River and conveyance through East Side Division <br />facilities, and thence through the California Aqueduct to southern <br />California. <br /> <br />. <br /> <br />To obtain the additional yield of water, two storage reser- <br />voirs are proposed on the Trinity River~ Helena Reservoir, with <br />a gross storage capacity of 2,800,000 acre-feet, would be built <br />on the main Trinity River downstream from Lewiston Dam. This <br />reservoir would develop an annual new water yield of 600,000 acre- <br />feet which would be diverted to the Sacramento River. Subsequently, <br />Eltapom Reservoir, with a gross storage capacity of 3,100,000 acre- <br />feet, would be constructed on the South Fork of Trinity River. <br />This reservoir also would develop an annual yield of 600,000 acre- <br />feet which would be diverted to Helena Reservoir, with subsequent <br />diversion to Sacramento River. Power generating facilities <br />would be incorporated with these proposed developments. Estimated <br />capital costs of these reservoirs and associated facilities are <br />$540,000,000. Annual OM&R costs would be offset by power revenues, <br />with a net annual amount remaining of about $12,300,000. <br /> <br />This plan proposes to add a 2,000 c.f.s. increment to the <br />proposed East Side Division conveyance facilities from the Sacra- <br />mento River via Hood-Clay pump lift and then through the East <br />Side Division conveyance facilities to the Kern River. From that <br />location a new 2,000 c.f.s. canal would be constructed to connect <br />with the California Aqueduct at Wheeler Ridge Pumping Plant No.1. <br /> <br />. <br /> <br />Additional facilities required, therefore, will be the <br />enlargement of the East Side Division conveyance facilities, and <br />construction of the 36-mile Kern River-Wheeler Ridge canal with <br />2,000 c.f.s. capacity. A new pumping plant with a head of about <br />150 feet will be required to connect this proposed system with <br />the California Aqueduct at Wheeler Ridge. The total capital cost, <br />on a reconnaissance basis, is estimated to be $145,000,000 for the <br />facilities from the Delta through the East Side System to Wheeler <br />Ridge. Annual OM&R costs for these facilities are estimated to be <br />$1,000,000, not including cost of pumping energy. Cost of pumping <br />is estimated at $7,100,000. <br /> <br />From Wheeler Ridge the increased water supply of 1,200,000 <br />acre-feet would be conveyed through the California Aqueduct to <br />Perris Reservoir. The estbnated capital cost for incremental <br />conveyance facilities from Wheeler Ridge to Perris Reservoir is <br />$290,000,000. Annual OM&R costs are estimated at $2,700,000. <br />Net pumping costs for conveyance from Wheeler Ridge to Perris <br />Reservoir are estimated to be $19,900,000. <br />
