However, it was felt that there was a <br /> <br />need for a treatise that would incorporate: (1) the benefit <br /> <br />I <br /> <br />of experience in observing governmental management at each level <br /> <br />I <br /> <br />of reservoir recreation; (2) additional background and support <br /> <br />for the judgment factors used in assigning management; and <br /> <br />I <br /> <br />(3) a summary of data pertaining to the roles and responsibili- <br /> <br />ties of various levels of government and the private sector in <br /> <br />I <br /> <br />providing public outdoor recreation, <br /> <br />I <br /> <br />The following judgment factors have been selected for <br /> <br />determining the responsibility of the Federal Government in <br /> <br />I <br /> <br />providing reservoir related recreation. The order in which <br /> <br />the judgment factors are discussed does not necessarily imply <br /> <br />I <br /> <br />an order of relative importance: <br /> <br />I <br /> <br />1, Origin of the Visitor <br /> <br />I <br /> <br />2, Availability of an Entity Experienced in <br />Recreation Planning and Operation <br /> <br />I <br />
