Carbon and Lakewood. These six accounts are within the <br /> <br /> <br />permanent pool. The State would store under its water rights in <br /> <br /> <br />priority to the extent that space is available (space in the six <br /> <br /> <br />accounts that may be vacant) and release water whenever any <br /> <br /> <br />entity was able to store under its rights in their own space <br /> <br /> <br />allocation. <br /> <br /> <br />In Scenario B, those same six storage accounts included in <br /> <br /> <br />scenario A remain within the permanent pool and an additional <br /> <br /> <br />five storage accounts are located within the flood-control pool, <br /> <br /> <br />which rides on top of the permanent pool. The agencies operate <br /> <br /> <br />off the top or from the flood-control account first prior to <br /> <br /> <br />operating in the permanent pool. The State operates as in Sce- <br /> <br /> <br />nario A. <br /> <br /> <br />In Scenario C, there are no storage accounts in the <br /> <br /> <br />permanent pool. Rather, there are seven storage accounts (one <br /> <br /> <br />for each entity) for 2625 acre-feet, all located in the flood- <br /> <br /> <br />control pool. The State operates as in Scenario B. <br /> <br /> <br />Scenario D is the same as Scenario C, except that the State <br /> <br /> <br />now has its own account for 2000 acre-feet. <br /> <br />1.2.6 Bookover Procedures <br />As the scope of work was developed, the "bookover" concept <br /> <br /> <br />was initiated. The consultant was required to develop an ap- <br /> <br /> <br />proach which allowed agencies with a need for temporary storage <br /> <br /> <br />space to use other agencies' unused space.
