OOlJ14

provide a high degree of protection to Las Animas and the surrounding

agricultural areas from floods on the Arkansas River.

Another feature of the plan, which is rather novel for local pro-

taction projects such as this one, is a 19~acre recreation lake that wi II

be suitable for maintaining fish life. The inclusion of this feature was

mcde possible by recent legislation which allowG consideration of recreation

development In all types of water resources projects rather than reservoir

projects only. The lake wi II be located In an area which the city owns

and plans to develop as a pUblic park. The water surface of the lake wi II

be at groundwater level and the excavated material will be used in the

levees. The U.S. Fish and Wildlife Service and the Colorado Department of

Game and Fish have cooperated extensively In the planning of this recreational

faci I ity and have made many beneficial comments and suggestions_ Likewise,

the U.S. Public Health Service and the Colorado Department of Public Health

have gone to considerable effort to render assistance.

The plan will be presented to local officials and other interested

parties in the near future at which time the items of local cooperation
./
required by law will be explained and assurances that such cooperation wi II

be forthcom I ng w ill be requested. Tho exact date of the meet I ng hes not

been set as yet, but the Colorado Water Conservation Board will be notified

of the time and place and it is hoped that a representCltlve wi II be present.

The Albuquerque District also is conducting an investigation of the

water resources problems and needs in the Arkansas River Basin above John

3
