Preconstruction planning for the Trinidad Dam and <br /> <br />Reservoir Project Is continuing at a satisfactory rate. As you know, it <br /> <br />Is the practice of the Corps of Engineers to conduct definite project <br /> <br />studies prior to the preparation of contract plans and specifications. <br /> <br />The results of these studies are contained In a series of Interdepartmental <br /> <br />reports which are submitted to higher authority tor approval. The reports <br /> <br />relate to the details and analysis of project design and provide an orderly <br /> <br />basis for preparation of plans and specifications, acquisition of lands, <br /> <br />and negotiation of relocation agreements, They also serve to establish <br /> <br />operating requirements and to determine the optimum degree to which the <br /> <br />project wi II meet these requirements. They are used as a basis for <br /> <br />coordinating the project plan with tho views of other governmental agencies <br /> <br />and with local interests and contain up-tO-date estimates of project costs <br /> <br />and information regarding the manner In which these costs wi II be <br /> <br />apportIoned among project purposes and interests. <br /> <br />/' .... ~ <br />
