<br />water use for the EIS demand area over the base period, the report does <br /> <br />not provide the information needed to confirm that individual use <br /> <br /> <br />factors accurately describe specific components of water use either for <br /> <br />the whole study area or for any individual supplier. <br /> <br />The use factors as represented in the draft report were not <br />considered to adequately account for the difference in the residential <br />and public water use behavior between Denver and the suburbs. The <br />development of a single use factor for Denver and auburban use was felt <br />to give undue weight to Denver use considering the great disparity in <br />the future growth of Denver relative to the suburbs. <br /> <br />Response <br />The COE feels that use of the terms "summer" and "winter" in <br />relation to the use factors is misleading because the use factors <br />actually represent indoor and outdoor use. Indoor use is estimated <br />from winter (November through April) use assuming no outdoor water use. <br />Outdoor or summer (May through October) use is the difference between <br />total use (derived from the historic data) and indoor or winter use. <br />Although outdoor use is primarily a summer phenomenon, the outdoor use <br />factor represents outdoor water use spread evenly throughout the year. <br />This allows the indoor and outdoor use to be added to derive a single- <br />use factor which represents gallons per unit per day for each day of <br />the year. Actual use in gallons per unit per day for the summer months <br />would be somewhere on the order of two times the outdoor use factor <br />plus the indoor use factor. Even though this distinction is clarified <br />in the text of the document, tabular notations will be revised in the <br />final report to avoid confusion. <br /> <br />Concerning the accuracy of the use factors for individual sup- <br /> <br /> <br />pliers, the use factora developed for the single-family flat rate <br /> <br /> <br />(SFF), multifamily (MF), commercial/industrial (E), and public (P) <br /> <br />18 <br />
