' <br /> <br />Opening Statement - Mr. Stein <br /> <br />responsibilities in dealing with water pollution control <br /> <br />problems, The Federal Water Pollution Control Act declares <br /> <br />that the ,States have primary rights and responsibilities for <br /> <br />taking action to abate and control pollution. Consistent <br /> <br />with thiS, we are charged by law to encourage the States <br /> <br />in these activities. <br /> <br />At the same time, the Secretary of the Interior <br /> <br />is charged by law with specific responsibilities in the field <br /> <br />of water pollution control in connection with pollution of <br /> <br />interstat'e and navigable waters. The Federal Water Pollution <br /> <br />Control Act provides that pollution of interstate or <br /> <br />navigable' waters, whether the matter causing or contributing <br /> <br />to the poUlution is discharged directly into such waters, or <br /> <br />reaches s~ch waters after discharge into a tributary, which <br /> <br />endangers the health or welfare of any person, shall be <br /> <br />subject to abatement. <br /> <br />The first session of this conference was held <br /> <br />October 29, 1963. The conference was called on the basis <br /> <br />of a request from Governor John A. Love. At the first <br /> <br />session the conferees agreed, among other things, that the <br /> <br />Federal pollution control authorities, in cooperation with <br /> <br />the State pollution control agency, would initiate a joint <br /> <br />investigation and study. The purpose of the study was to <br /> <br />attempt to locate with particularity the sources of pollution <br />
